Broadcasting Board of Governors' goal: All managers, no workers

The obvious goal is to produce a workforce that is ALL managers and NO workers, with no broadcasting and a handful of underpaid contractors providing content for a website in English that can be autotranslated into foreign languages. Simple. No fuss.
