Why does BBG staff think they can clip the board's wings?

Overheard a senior staffer in the Cohen building….”we need to clip the board’s wings”. It wasn’t clear if the speaker meant the current board or some future board, but why would the staff think they could/should clip the board’s wings?
Was it the same senior staffer who sat in the BBG Chairman’s office with his feet on the desk?
