Another VOA News Manager "Vacancy" Discovered

From a VOA journalist:
Like a failed “Biggest Loser,” VOA news management continues to push
the boundaries of its own ballooning size. There are currently four
assistant managing editors and one managing editor in Central News,
and a host of “duty” and “coverage” and “supervisory” editors below
them, all keeping watch over the shrinking pool of those who actually
report, write and produce.
A couple of these supernumeraries don’t seem to have all that much to
do (though they have a hard time keeping even that straight.) It seems
like more than enough managers for an operation that’s about to RIF
20% or more of its staff.
But not so fast, there — the Central News managing editor has now
found a need for a GS-14 deputy. To “deal with upstairs,” it was reported.
(As if there aren’t enough underemployed 14s and 15s already watching
the clock at VOA.)

JOB SUMMARY:

The incumbent is the Deputy Managing Editor, Central News Division, responsible for directing the editorial newsgathering activities of the domestic and international staff. This includes news and feature content for all social media, television, Internet and radio. The Deputy Managing Editor is responsible for providing editorial guidance for all media platforms, including social media. THIS POSITION IS NOT COVERED BY A UNION AGREEMENT

INTRODUCTION TO AGENCY
The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multicultural organization that encompasses all U.S. civilian international broadcasting. DUTIES:

 
Duties include but are not limited to the following:
 
— Sets editorial and Central News policy within the entire News Division, including the Web and Social Media team, to create and maintain the highest quality news product, including daily news, in-depth analysis and special features on all platforms, including social and mobile media.
 
— Oversees workflow to ensure it is efficient and effective and results in the highest quality product.  Ensures staff writes, edits and produces integrated, well balanced and highly targeted text and graphics material for web elements on offer to all VOA Websites.
 
— Responsible for the direct supervision of the Assistant Managing Editors for National and International and other Senior Managers; acts for the Managing Editor in his/her absence
 
— Performs continuous review of all content – regardless of platform – for adherence to the VOA Charter and the highest journalistic principles.
 
— Consults with other news managers and language service representatives throughout VOA to determine coverage needs for all platforms
 

QUALIFICATIONS REQUIRED:

 
Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples are: overseeing coverage on various platforms including web sites and other digital media, such as Facebook, Twitter, FourSquare, etc; editing news principles and practices; supervising or leading a team of journalist AND managing the workflow of the team.
 
 
 
Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.
This position requires you to serve a 1-year supervisory probationary/managerial period
