<p>Last week, President Obama signed into law a bill that expands sanctions against Belarus, whose authoritarian leader Aleksandr Lukashenko continues to imprison his opponents and critics. Lukashenko unleashed the latest crackdown hours after the flawed <a href="http://cpj.org/2010/12/dozens-of-journalists-beaten-arrested-in-belarus-c.php">December 2010</a> presidential vote, which declared him winner of a fourth term. Repression in Belarus is ongoing. Last week, authorities further tightened their grip on the media by <a href="http://www.pcmag.com/article2/0,2817,2398372,00.asp">restricting access</a> to blacklisted websites. On Monday, a district court in Minsk <a href="http://cpj.org/2012/01/independent-reporter-jailed-in-belarus.php">jailed an independent reporter</a> for filming a one-man protest vigil in front of the KGB headquarters.</p>

<p>Even as President Islam Karimov was calling for more  &#8220;active&#8221; news reporting, his government was rolling out a new tactic designed  to quash critical journalism. Using an obscure state agency to formulate the  charges, Uzbek prosecutors arrested at least three journalists on vague  allegations of defamation. In one of the cases, a photographer was convicted of  insulting the whole of Uzbek citizenry with her images of life in rural Uzbekistan.</p>

			<content:encoded><![CDATA[<p>VIENNA, 24 September 2010 &#8211; The OSCE Representative on Freedom of the Media, Dunja Mijatovic, said today that she is alarmed by the unrelenting judicial pressure exerted on independent journalists in Uzbekistan.</p>
<p>In a letter sent to Uzbekistan&#8217;s Foreign Minister Vladimir Norov, Mijatovic expressed her concern over the fate of two prosecuted journalists: Abdumalik Boboyev, a freelance reporter for the U.S.-funded broadcaster Voice of America; and Vladimir Berezovsky, the chief editor of the Russian-language Vesti.uz information website and Central Asia correspondent for Russia&#8217;s Parlamentskaya gazeta newspaper.</p>
<p>Boboyev is awaiting trial on multiple charges that include libel, insult, violating border regulations, and producing and distributing materials that represent a threat to public security and order. Berezovsky, a Russian citizen, is on trial on accusations of defamation.</p>
<p>&#8220;The cases of Boboyev and Berezovsky are yet another indication that the press freedom-situation in Uzbekistan continues to deteriorate, and I urge the authorities to reverse this trend,&#8221; Mijatovic said.</p>
<p>In her letter to Minister Norov, Mijatovic also addressed once again the cases of three journalists who are serving jail sentences of between six and 12.5 years. They are:</p>
<p>- Dilmurod Saiid, an independent news writer;</p>
<p>- Solijon Abdurahmanov, a former reporter for the U.S.-funded Radio Free Europe/Radio Liberty broadcaster and the uznews.net information website;</p>
<p>- Hairullo Khamidov, the deputy chief editor of Champion sports newspaper.</p>
<p>&#8220;Non state-media in Uzbekistan continue to be the target of unrelenting judicial harassment and this is a matter of serious concern to me. <p>Представитель ОБСЕ по вопросам свободы СМИ обеспокоена продолжающимся преследованием журналистов в Узбекистане</p>
<p>ВЕНА, 24 сентября 2010 г. – Представитель ОБСЕ по вопросам свободы СМИ Дунья Миятович заявила сегодня, что она встревожена непрекращающимся давлением судебных органов на независимых журналистов в Узбекистане.<br />
В письме Министру иностранных дел Узбекистана Владимиру Норову Миятович выразила обеспокоенность судьбой двух журналистов, находящихся под следствием: Абдумалика Бобоева, внештатного репортера финансируемой США радиостанции «Голос Америки», и Владимира Березовского, главного редактора русскоязычного информационного сайта «Vesti.uz» и центральноазиатского корреспондента российской «Парламентской газеты».<br />
Бобоев ожидает начала суда по многочисленным обвинениям, включая клевету, оскорбление, нарушение правил пересечения границы, а также создание и распространение материалов, представляющих угрозу для общественной безопасности и порядка. В отношении Березовского, гражданина России, идет судебный процесс по обвинению в клевете и оскорблении.<br />
«Дела Бобоева и Березовского являются ещё одним свидетельством того, что ситуация со свободой слова в Узбекистане продолжает ухудшаться, и я призываю власти страны остановить эту тенденцию», – заявила Миятович.<br />
В письме министру Норову Миятович вновь затронула дела трёх журналистов, которые отбывают тюремные сроки от 6 до 12,5 лет:<br />

Солиджон Абдурахманов, бывший репортёр Радио «Свободная Европа»/Радио «Свобода», финансируемого США, и информационного сайта «uznews.net»;<br />

Хайрулло Хамидов, заместитель главного редактора спортивной газеты «Чемпион».<br />
«Негосударственные СМИ Узбекистана продолжают оставаться мишенью безжалостного судебного преследования, и это вызывает у меня серьёзную озабоченность. Мой долг – напоминать узбекским властям о том, что журналисты должны быть свободны в беспрепятственном осуществлении своей профессиональной деятельности, как это определено обязательствами и принципами ОБСЕ о свободе СМИ», – заявила Миятович.</p>
