		<description>On May 12th,Armenian newspaper AZG (People) published in Yerevan,placed on its English site (http://www.azg.am/EN/2009051203) an article by Hrant Darbinian titled &quot;RFE/RL,BBG:From Human Rights Show to Human Rights Court. U.S. Attorney General Petitioned to Investigate Fraudulent Deception&quot;.   

In particular,he writes: &quot;RFE/RL broadcasts in 28 languages to 20 countries of former Yugoslavia and Soviet Union, to Iran, Iraq, Afghanistan, and employs several hundred foreign citizens. Their standard employment agreements with RFE/RL in Prague, as quoted by petitioners,
“are governed by the applicable laws of the United States, the laws of the District of Columbia or the policies of the Company”.   

&quot;The Petition states&quot;,quotes Derbinian: “ In fact, that innocuously looking text is a fraudulent deception performed by RFE/RL consciously, regularly, repeatedly and with evident discriminatory intentions.” The fact is, the Petition stipulates, that the American employment, civil, and human rights laws, including Federal Civil Rights Act and District of Columbia Human Rights Act, are not applicable at all to foreigners employed by American companies outside the United States.&quot;

Article in AZG daily perfectly illustrates the point made by Ted Lipien in &quot;Broadcasting Board of Governors Misleads Congress...&quot; concerning the &quot;misleading and disingenuous statements&quot; and &quot;culture of mismanagement and arrogance&quot; prevailing at BBG (and at RFE/RL, its subordinate organization, which pretends, as proclaims its &quot;Mission Statement&quot;,to promote &quot;democratic values and institutions&quot;, &quot;strengthen civil societies&quot; and provide &quot;a model for lical media...&quot;). Practical results of such a managerial style are devastating to American public image abroad. 

Darbinian&#039;s article is void of any emotional expressions. Matter-of-factly he writes:     
&quot;The petitioners indicate that direct consequences of RFE/RL fraudulent actions are:

&#039;a. Czech Parliament is scheduled to discuss RFE/RL personnel policies and actions discriminative to its foreign employees in the Czech Republic;

b. RFE/RL, the U.S. Congress-funded organization, is to face charges of human rights violations in the European Court of Human Rights in French Strasbourg – the first American organization ever;

c. Croatia and Armenia have the right to join their citizens in Strasbourg, thus further broadening the international scope of the scandal;

d. Ongoing and invariably negative to RFE/RL international media coverage of the lawsuits will continue, further undermining not only RFE/RL’s reputation as the tool of American public diplomacy, but also American public image abroad.&#039;”

The article in AZG quotes Anna Karapetian, one of the plaintiffs suing RFE/RL for violations of their labor, civil and human rights to national equality and legal protection: 
“I believe that people with no rights can’t have any sincere mission, thus it appears that the U.S. Congress finances double standards of the BBG and RFE/RL in the name of American foreign policy.&quot;

Refering to reports published recently by Czech media, Hrant Derbinian concludes his article in AZG: 
&quot;Copies of the Petition were submitted to White House, U.S. Department of State, and relevant Senate and Congressional committees.&quot;
